<P>今年以来，面对复杂多变的宏观经济形势，实体经济运行压力加大，在县委、县政府的正确领导下，进一步优化调整投资结构，引导经济转型升级?-7月份全县固定资产投资发展总体实现平稳增长?/P>
<P><B></B><B>一、固定资产投资运行总体情况</B></P>
<P>按“形像进度法”统计规定，自治区统计局反馈我县2017?-7月份固定资产投资完成961391万元, 同比增长8.3%。其中：城镇完成投资685457万元，同比下?2.61%；房地产投资完成75027万元,同比增长21.59%。全县施工项?12个（其中：房地产开发项?3个），同比增?4.44%。房屋施工面?95104平方米，同比?0.92% ?/P>
<P>第一产业完成投资101237万元，增?54.18% ；第二产业完成投?59906万元，下?1.25%；第三产业完成投?24314万元，增?3.41%?/P>
<P align="left"><B>二、固定资产投资运行主要特?/B></P>
<P align="left"><B>1.</B><B>投资项目基本情况?/B>全县1-7月份固定资产投资中县属投资项?9个（不含房地产项目），其中计划投资在500-5000万元的项目有45个，5000万以上的?4个?-7月份新纳入投资统计库?5个项目。其中：计划总投?00-5000万元的项目有33个，计划总投?000万元及以上的项目?个； 房地产入库项目为3个?/P>
<P>2.<B>第二产业占据主导地位?/B>在县属投?8.54亿元中，按行业分，第一产业完成投资10.12亿元，占全部投资额的14.76%；第二产业投资完?5.99亿元，占全部投资额的67.1%；第三产业完成投?2.43亿元，占全部投资额的18.14%，二产投资依然占据主导地位。以风光电、石油煤炭开采、加工制造业为主的工业投资共完成30.16亿元，占全部投资完成额的44%，对投资的贡献较为突出?/P>
<P>3.<B>第三产业投资快速增长?/B>1-7月份我县第三产业12.43亿元，增?3.41%。第三产业已经成为拉动固定投资增长的主要因素之一，对投资增长也是有一定的贡献?/P>
<P>4.<B>房地产投资呈上升趋势?/B>1-7月份全县房地产开发投资完?.5亿元，同比增?1.59%。紧占总投资的7.8%。今年以来国家、省、市、县针对房地产销售市场下降局面，都出台相关的调控政策，以刺激楼市健康稳定发展?/P>
<P>5.<B>民间投资占主导?/B>1-7月份民间投资完成52.45亿元，同比下?9.7%，占县属固定资产投资?6.53%，占居主导地位?/P>
<P><B>二、存在的问题</B></P>
<P>近几年，由于风光电项目的实施，致使我县固定资产投资保持了较快的增长速度，但今年风光电项目实施明显减少，从总体上看，今年投资形势依然严峻，面临的问题依然较多?/P>
<P><B>三?/B><B>下步工作建议</B><B></B></P>
<P>为及时全面反映固定资产投资完成情况，促进新开工项目及时入库，力争完成全年目标任务，提出以下工作建议：</P>
<P><B>（一）把项目开工促建作为本年度投资工作重点?/B>全县各投资项目单位、县直相关部门和乡镇，要建立项目协调机制，抓项目建设推进及服务管理，及时发现、协调、解决项目推进中存在的问题，特别?017年以来出让成交土地但尚未开工建设投资项目必须做为重点来抓，催促其尽快开工建设?/P>
<P><B>（二）加强部门联系，落实部门责任，认真核查项目，确保新开工项目及时入库?/B>各部门要建立联动机制，加强项目管理，紧抓工程进度，积极沟通协调，努力为项目落地完善各种软硬条件，确保项目持续不断的发展。各部门要认真梳理所联系的固定资产投资项目，对凡是符合入库条件的项目，要及时督促企业提供新开工项目入库资料，确保符合条件的项目及时入库，做到应统尽统，为客观真实反映我县投资情况奠定坚实基础?/P>
<P><B>（三）紧抓招商引资，增强大项目投资后劲?/B>对已确定的亿元及以上项目，加大落实力度，努力提高招商项目的资金到位率和项目开工率；对在建的亿元及以上项目，要加快项目工作进度，保证资金按时到位，促进项目按期投产和竣工?/P>
