<P>会议传达学习了《中共中央办公厅国务院办公厅关于印发〈统计违纪违法责任人处分处理建议办法〉的通知》精神、自治区做好编制自然资源资产负债表试点工作会议精神?017年度全区秋冬季农田水利基本建设启动视频会和吴忠市2017年度秋冬季农田水利基本建设现场推进会精神，研究了《盐池县2017年秋冬季农田水利基本建设实施方案》，传达学习了《中共吴忠市纪委关于2起涉农扶贫领域典型案例的通报》精神，书面传达学习了《中共中央办公厅 国务院办公厅关于印发〈领导干部自然资源资产离任审计规定（试行）的通知〉》精神、三北工程精准治沙和灌木平茬复壮试点工作现场会精神、《自治区党委人民政府关于加强网络安全和信息化工作的实施意见》《自治区党委办公?人民政府办公厅印发〈关于贯彻落实“十三五”国家网络安全规划的实施意见〉的通知》精神、《自治区党委办公厅人民政府办公厅关于贯彻落实中央决策部署切实抓好当前经济工作的通知》精神，传达学习了《自治区党委办公?人民政府办公厅关于做好党的十九大安保维稳工作的通知》，听取了全县农民工工资清欠工作情况汇报、人大代表议案建议、政协委员提案、政府工作报告任务分工、政府承诺为民办实事办理情况的汇报、全县平安建设工作情况的汇报，传达学习了自治区安委会?次全体（扩大）会议精神，听取了全县安全生产工作情况的汇报、全县计划生育工作情况的汇报，研究了《盐池县城市“双修”工作实施方案》《盐池县政府购买服务提升企业安全生产基础管理能力工作方案》、国有建设用地使用权划拨及挂牌出让用地有关事宜?/P>
<P>在传达学习《中共中央办公厅国务院办公厅关于印发〈统计违纪违法责任人处分处理建议办法〉的通知》精神时，戴培吉强调，严格落实《统计违纪违法责任人处分处理建议办法》，对维护统计工作权威性，准确反映经济社会发展状况、服务科学决策、满足社会公众需要等具有重大意义，各级各部门要提高认识，切实增强严守统计相关法规的自觉性?/P>
<P>在传达学?017年度全区秋冬季农田水利基本建设启动视频会和吴忠市2017年度秋冬季农田水利基本建设现场推进会精神时，戴培吉强调，农田水利基本建设年年都要干、年年都是硬任务，各级各部门要统一思想、提高认识，组织发动广大干部群众大干实干，推动我县农田水利基本建设工作再上新台阶;要科学规划，讲求实效，认真总结近年来农田水利基本建设的经验，尊重科学、尊重基层群众的意见，结合实际、认真谋划、注重质量、严格管理、打造精品，确保项目充分发挥效益;要整合项目、提高效益，将农田水利基本建设与脱贫攻坚各类项目相结合、与种植结构调整相结合、与节水型社会建设相结合、与农资和粮食直补相结合、与生态建设相结合、与土地整理、农业开发、生态移民、灌区防洪等重点涉水项目相结合，提高农田水利基本建设的综合效?要强化督查、狠抓落实，进一步创新考核方式，科学合理地考核评价各乡镇、各相关部门的农田水利基本建设及水利工作，推动农田水利基本建设各项工作全面落实?/P>
<P>在听取了全县农民工工资清欠、全县政府性债务管理等工作情况的汇报后，戴培吉要求，各级各部门要增强紧迫感，全力以赴打赢脱贫攻坚战，进一步压实责任，拿出超常规举措做好查漏补缺、巩固提升，提早做好迎考各项准备工作，特别要发挥四个专项督查组的作用，查短板、提问题、找差距，逐条核实、逐项整改，以最严考核和最严问责倒逼工作落实，确保高标准通过考核验收;要千方百计稳定投资增速，分管领导和各责任单位要系统分析、加强调度，想尽—切办法完成年度任务，特别要从提升效率、狠抓落实上入手，严厉整治政府投资项目不能如期开工、不能完成投资等方面干部“三不为”问题，加大项目争招频次和力度，形成“储备—批、开工建设—批、投产达效—批”的项目链，既要努力扭转当前投资增速下滑趋势，也要为稳定明年投资增速打好基础;要集中力量办好民生实事，包抓领导和牵头部门尽快采取有力措施，按期对账销号，绝不能让政府失信于民。完不成任务的，要严格按照年终考核和县委有关文件，坚决倒查责任、追责问?各级各部门要持之以恒抓好安全稳定，充分认识信访维稳和安全生产面临的严峻形势，严格落实信访积案包保化解、安全生产属地管理和“党政同责、一岗双责”工作机制，加大矛盾纠纷和安全隐患排查整治力度，坚决防范群体性上访和重特大事故发生，特别要抓好国务院安委会安全生产专项巡查和检查反馈问题整改，确保社会大局和谐稳定;要统筹做好收官总结和开局谋划，进一步自加压力、精准发力；进一步勤勉担当、苦干实干，向年初确定的各项目标奋力冲刺，以扎扎实实的业绩迎接党的十九大胜利召开?/P></div></div></td></tr>
